Notice of Proposed Rulemaking (06/12/2026)

ORM proposed a comprehensive revision to DCMR Title 7, Chapter 20, modernizing the District’s Public Sector Occupational Safety and Health Management Program for the first time in nearly 40 years. These updates strengthen the District’s safety framework, reaffirm the applicability of federal OSHA standards, clarify agency responsibilities, and enhance protections for employees and the public.

Updating the District’s Public Sector Occupational Safety and Health Management Program:

  • Creates a unified, evidence-based safety framework that reduces hazards and strengthens protections for everyone who works in or interacts with District facilities.
  • Improves regulatory compliance and helps limit legal and financial risk to the District.
  • Promotes preparedness, transparency, and accountability in government operations.
  • Establishes a shared responsibility for workplace safety and health across all agencies.
  • Supports long-term operational resilience by fostering a culture of continuous improvement.

Residents, employees, and stakeholders are invited to review the proposed regulations and submit comments during the 30‑day public comment period. All feedback will help ensure the final regulations reflect the needs and expectations of the District Government, its employees, and the public it serves.
